Why the Planning Committee were wrong on Parking standards - part 1

The planning officer's observation that there is adequate alternative means of transport to cars does not comply with the Portsmouth Plan which states the zone to be insedquately served by transport and therefore qualifying for the Hampshire maximum allocation of maximum parking spaces per unit. The Planning Committee's decision to ignore parking requiremnts is completely without merit.

In response to the CAP's concern about the lack of on-site parking and the fact that there would be a need to park far more cars in an area where all parking space was already fully committed the Officer's Committee Report stated:

"Whilst providing parking on the site may be desirable, the site is located on a bus route and close to local services and the layout provides the opportunity for appropriate cycle storage for each dwelling. Therefore alternative modes of transport are available for the development and in accordance with the maximum parking standards contained in the Local Plan, an objection on grounds of parking could not be sustained."

This specific location is classified as being in the lowest zonal category of having access to available public transport therefore qualifying for the full Hampshire County allowance for car parking.

The CAP has eroneously estimated that 7 units would require up to 14 parking spaces based upon the fact that the original plan had three (3) bedrooms per unit.

However, between the time of the Committee's acceptance of this propsal (July 2008) and the resubmission of the plan for review of landscaping and appearance (June 2010) the number of bedrooms in the units has been increased from 3 to 4. Under the terms of the Portsmouth City Local Plan 2001-2011 this results in an increase in the parking allowances, to be found on open street stands, from 14 to 21 cars.


In other words the parking situation will be worse than previously estimated by CAP.
